The Flag of Convenience Campaign (FOC) has been launched in 1948 by the International Transport Workers' Federation (ITF) with the aim to eliminate the flag of convenience system by establishing a genuine link between a vessel’s flag and the nationality of its owners, managers, and seafarers.

The Campaign seeks to combat social dumping, protect seafarers from exploitation by enforcing minimum standards on wages and working conditions on FOC vessels through the ITF Collective Bargaining Agreements. It also strives to uphold seafarers' rights globally, recovering unpaid wages and compensation while ensuring compliance through a network of ITF Inspectors.

The United Services Trade Union ver.di (Vereinte Dienstleistungsgewerkschaft) is responsible for executing the ITF FOC Campaign in Germany.
